Is it possible to run Boinc as a command line in WinXP, like it is Linux.

You can run boinc_cli instead of boinc_gui, but you'll need to remeber to delete the boinc_gui shortcut from your startup folder. The CLI program can be installed as a service by running "boinc_cli -install".

The executable boinc.exe in the program directory appears to be a command line interface to the program. Try running that from an XP command window with "-help" or something and see what the program responds with.
