It looks like there are problems with the web home page but is this related to these problems or what?

Yes, there are problems with the webserver which are affecting comms. Some of them are detailed in this thread and associated embedded links.

You should be able to do a BOINC "update" of the project and get it to communicate correctly again.

Use the command line switch

-update_prefs URL

where URL is
http://climateprediction.net

If that doesn't work, try the URL of
http://climateapps2.oucs.ox.ac.uk/cpdnboinc
