Just to keep everyone up to date.
I tried Throttlewatch and it showed that there was no evidence of thermal throtteling takeing place.
The problem continues....

Just for closure on this issue as it applied to me.
Eventually the WinXP machine wouldn't start and I had to reinstall windows.
Everything now running perfectly at 3.32 sec/TS.
For me it was not a BOINC Problem.
Thanks for everyones help!
