I'm running BOINC 4.13, but have been advised to upgrade to a later version by another project. I'm wondering what the proper procedure for doing this is. I dont want to simply uninstall the version I have and install the new one because I dont want to risk the days of work I have invested in this project.

I don't think you need to uninstall the current version; installing the new version will be like an upgrade, while keeping all your settings.

I think everybody here will tell you to make a full backup of the Program Files\\BOINC folders
- Suspend & Exit BOINC
- Perform backup
- Run upgrade

If something goes wrong during or after the upgrade, you can always fall back on the current status.
