When, and How, can I follow this advise?

I can not find anything about upgrading in the web.

The uninstall should leave the progress to date intact. You may want to make a backup before doing this just to be safe. After installing BOINC should continue from where it was. Most people report no problem with this so yes it is worth doing.

Going to 4.25 you may end up with a different host number that cannot be merged. I suggest that you do not worry about this, it is likely to happen sometime.

The model info is NOT lost. It will carry on from where the old version left off.
The 4.25 gui looks a bit clumsy, but it is better behaved than previous versions.
Except in some cases where people have an ATI graphics card. This problem is mentioned on the Berkeley site, and there is a VERY long thread on the SETI site documenting peoples experence with different ATI cards.
Also note the large download size! It takes a while on dialup.

And, yes, stop the current BOINC first:
Suspend
Wait a few seconds for it to react
Exit
Use Windows Control Panel to uninstall
Run 4.25
