You should be able to download the file from here (I\'ve just done that using Firefox on XP), then you\'ll need to:

• stop BOINC
  
• copy the file to {your BOINC data directory}/projects/climateprediction.net
  
• check file ownership/permissions
  
• delete any record of a partial download in client_state.xml (search for the file name, if there are <persistent_file_xfer> and/or <file_xfer> blocks inside the same <file_info> section delete them)
  
• restart BOINC
