Those links can't be directly opened in a new tab because the menu is written in JavaScript rather than HTML. The long term plan of the project team is to reduce the number of CPDN customisations to the BOINC server and web code. The JavaScript menu will probably go when that happens. As things currently stand the server upgrade process is extremely difficult and I can only recall it being undertaken a couple of times (with lots of post-upgrade problems needing to be resolved on both occasions).
