Whilst trouble shooting my PC I 'shut down the connected client'
How do I reconnect as BOINC shows the little Disconnected sign at the bottom of screen.
Project is Climate Prediction.

have you tried file>Exit from Boinc Manager then restarting it? I haven't had a windows machine using Boinc yet so just guessing here.
