I wish this thread could be used solely by the project so it won't become just another discussion thread. Can it be blocked?

The moderators can hide or move posts, but do not have the ability to restrict which users can post.

An option that I think has been used before is to create, for example, a "Project announcements - discussion" thread and then move all discussion posts to that as they appear. A risk with that approach is that the "discussion" post shouldn't really be a sticky and will therefore drift down the post list; users might also be irritated to receive moderation notices for an innocent action.

I sympathise with your suggestion though - and if the other moderators think that splitting that thread is a good idea then I'm happy to do it.
