One of my Windows machines hasn't received any work for over a year. The other receives new work from time to time. Do you have any suggestions as to what might be the cause of this?

You have only 4 GB of memory. Better double it.

Are you running any other boinc projects successfully on that PC?

In the Projects tab of boinc manager, what does it say for the Status of climateprediction.net?

What does it say in the boinc manager message log if/when it tries to request work from cpdn?

Edit, I would also suggest uninstalling boinc and removing the boinc data directory, something bad happened between Fall 2016 and Fall 2017. All tasks that that computer ran after Fall 2016 produced errors immediately.
