I downloaded the windows file \"boinc_4.09_windows_intelx86\" and double click it. It seems to copy and install some files but it does not bring up a screen after this. I have checked the task manager and it is running. Can someone please tell me what might be the problem?

There is hopefully a B in a circle on the task tray. Double click that to bring up the GUI. From there, you can go to settings - attach to project to get started.
