The message means your machine crashed too many tasks and the server now limits it to one task per core per day. You won't be able to get more work until after midnight GMT.

Regional models are stable in Windows and should be okay on your AMD machine in W7. Is your machine overclocked? If so, that could be a problem. The machine is nicely configured but 'Preferences', in boinc, might limits its resources so much that the resource-intensive models might crash because of it. Please check your Preferences, in "Your account," link in blue on the left side of this page, to be sure boinc has full access to your resource.
