I've had a task sitting at 99.529% for some time; at least 12h. Is this common, or a known problem. i7-2600 HT on (Win x64), only 7threads in use.

Thanks,

That's just the way that the BOINC schedule works for computers running multiple projects.
BOINC will deal with it in good time, IF you let it.

Thanks,

Depends what you mean by "sitting at".

If BOINC says 'waiting to run', then it's a scheduling issue - BOINC will reschedule it in due course, as Les says.

If BOINC says 'running', but it makes no progress (a situation better recognised with third-party tools like BoincView or BoincTasks, which flag up low CPU efficiency), then the usual 'kick start' routines are

1) Suspend/resume the task
2) Stop/restart the BOINC client
3) Reboot the computer
