I had a message from Bullguard internet security that it had blocked programs trying to access the internet and these were climate predictions files.

There have been reports of this with other AV programs in the past. My guess is that the AV is also blocking the program writing to a file which is what leads to the error. General advice given here before is to exclude all cpdn program and data files from all scans by the AV. I assume that Bulldog has reported this back so it should get listed as a false positive. Not sure if it takes a few people to report it back before this happens though.
